Isabelle Heidelberg had alerted him that Meg was going to be sent back to the orphanage, so Welty uses his legal authority to vest temporary custody in Birdie Calhoun, giving Birdie the documents she needs to collect Meg. Birdie and Frances confront Garnett at the orphanage. They reveal Welty’s paternity, breaking Garnett’s power and forcing her to release Meg.
